The Registered
Dental Assistant in Extended Functions (RDAEF2) Interim Therapeutic
Restoration (ITR) Permit Course is a Dental Board of
California-approved certification program designed to prepare
licensed Registered Dental Assistants in Extended Functions (RDAEFs)
to safely and competently perform Interim Therapeutic Restoration
(ITR) procedures within the scope of practice authorized by California
law.
This
comprehensive 20-clock-hour program combines
didactic instruction, instructor-led lectures, multimedia presentations,
live demonstrations, preclinical laboratory training using typodonts,
simulation exercises, and supervised clinical experiences on live
patients. The curriculum emphasizes the scientific principles,
clinical techniques, legal requirements, infection control standards,
patient assessment, documentation, and risk management practices
necessary for the safe delivery of Interim Therapeutic Restoration
procedures.
Instruction
is provided by qualified faculty in accordance with the standards
and requirements established by the Dental Board of California.
Throughout the course, students receive hands-on training designed
to develop proficiency in patient evaluation, case selection,
restorative techniques, material selection and manipulation, clinical
decision-making, and post-treatment documentation.
To successfully
complete the program, students must complete all required didactic,
laboratory, and clinical instruction within the established course
completion period. Students must also demonstrate satisfactory
clinical competency, successfully complete all required clinical
procedures on live patients, fulfill all course assignments, and
achieve the minimum passing standards established by the program
before a Certificate of Completion is awarded.
Upon
successful completion of this course, graduates will possess the
knowledge, technical skills, clinical judgment, and professional
competency necessary to perform Interim Therapeutic Restoration
procedures in accordance with California law. Graduates will understand
the legal responsibilities, ethical obligations, patient safety
principles, infection prevention protocols, documentation requirements,
and quality assurance standards applicable to the practice of
Interim Therapeutic Restoration.
A Registered
Dental Assistant in Extended Functions (RDAEF2) who has been issued
a valid Interim Therapeutic Restoration (ITR) Permit
by the Dental Board of California may perform authorized Interim
Therapeutic Restoration procedures without direct supervision,
provided such services are performed in accordance with written
protocols, standing orders, and treatment guidelines established
by the supervising dentist and within the scope of practice authorized
under the California Dental Practice Act and the regulations of
the Dental Board of California.
REGULATIONS:
§ 1071.1. Radiographic Decision-Making and Interim Therapeutic
Restoration Permit Course for the RDAEF.
Effective
1/1/2015, RDAEFs licensed on or after 1/1/2010 became authorized
to perform two (2) additional duties in both a dental office setting
or in a public health setting, head start program, preschool program
or community clinic. Those duties are:
-
Expose emergency radiographs upon the direction of the dentist.
-
If the dental auxiliary is a registered dental assistant in
extended functions, a registered dental hygienist, or a registered
dental hygienist in alternative practice, determine and perform
radiographs for the specific purpose of aiding a dentist in
completing a comprehensive diagnosis and treatment plan for
a patient using telehealth, as defined by Section 2290.5,
for the purpose of communication with the supervising dentist
pursuant to Sections 1753.55, 1910.5, and 1926.05. A dentist
is not required to review patient records or make a diagnosis
using telehealth.
-
Perform extra-oral duties or functions specified by the dentist.
-
Perform mouth-mirror inspections of the oral cavity, to include
charting of obvious lesions, malocclusions, existing restorations,
and missing teeth.
-
For purposes of this section, “patient of record”
refers to a patient who has been examined, has had a medical
and dental history completed and evaluated, and has had oral
conditions diagnosed and a written plan developed by the licensed
dentist.
EFs certified in ITR may perform these duties without direct
supervision using the standards and protocols set by the dentist.
All clinical patients’
procedures must be completed under the supervision of a licensed
dentist in accordance with the requirements of the Dental Board
of California. Clinical requirements may be completed either:

At the student's place of employment under
the direct supervision of a licensed dentist; or
-
At the SmileCraft Dental Education Clinical Laboratory
in Huntington Beach, California, by scheduled appointment.
Students completing
clinical requirements at their place of employment must ensure
that all required documentation is completed and signed by the
supervising licensed dentist in accordance with California Dental
Board requirements.
When clinical requirements
are completed at the student's place of employment, the supervising
dentist must complete and sign the Extramural Facility
Agreement and Dentist Orientation Form before any patient
procedures are performed. Both the student and the supervising
dentist are required to attend an orientation conducted by our
faculty. Orientation date and time will be announced (TBA).
Students who choose
to complete their clinical requirements at our Huntington Beach
Clinical Laboratory must schedule an additional clinical appointment.
All patients must first receive an oral examination by a licensed
dentist to determine clinical eligibility. The licensed
dentist is responsible for performing the examination, reviewing
the patient's condition, and completing and signing all required
patient documentation before any coronal polishing procedures
are performed.
Clinical
Schedule
Students
are required to successfully complete a minimum of five (5) supervised
clinical procedures on five (5) live patients to demonstrate clinical
competency. Clinical requirements must be completed within two
(2) weeks following the successful completion of the laboratory
hands-on training.
Clinical
procedures may be performed at the student's approved place of
employment under the direct supervision of a licensed dentist,
or at the SmileCraft Dental Education Clinical Laboratory in Huntington
Beach, California, by scheduled appointment. All clinical requirements
must be completed in accordance with the course policies, clinical
competency standards, and applicable Dental Board of California
regulations.

Dental Office Training and OSHA Mock Compliance Site Visit
is a comprehensive consulting and continuing education program
designed for dentists, dental specialists, dental office managers,
and the entire dental healthcare team. This annual program helps
dental practices maintain compliance with applicable federal and
California regulations while promoting patient safety, employee
safety, and quality assurance.
Our experienced
consultants travel directly to your dental office to provide customized
on-site training, perform a comprehensive mock regulatory inspection,
and evaluate your practice's overall compliance with current standards
established by the California Division of Occupational
Safety and Health (Cal/OSHA), the Occupational Safety and Health
Administration (OSHA), the Centers for Disease Control and Prevention
(CDC), and the Dental Board of California.
During
the site visit, our consultants assess your facility's compliance

This
annual service is intended to help dental practices proactively

Travel
and Reimbursement
For engagements
requiring travel outside the Consultant's local service area,
the Client agrees to arrange and prepay, or reimburse, all reasonable
travel-related expenses for the Consultant and one (1) Consultant
Assistant, including:

Round-trip airfare in Business Class, First Class,
or Premium Select from one of the following departure
airports, as selected by the Consultant:
• Long Beach Airport (LGB)
• Los Angeles International Airport (LAX)
• Ontario International Airport (ONT)
• John Wayne Airport, Orange County (SNA)
-
Ground transportation between the departure airport, destination
airport, hotel, and event venue.
-
Hotel accommodations at a minimum four-star (4-star)
or five-star (5-star) property, with dual occupancy
for the Consultant and Consultant Assistant, beginning at
noon on the day preceding the scheduled event and ending at
noon on the day following the completion of the event.

Reasonable meal expenses for the Consultant and Consultant
Assistant, supported by receipts.

Any other reasonable and documented business expenses necessary
to conduct the training program and on-site consultation.
The Consultant
shall submit an itemized invoice together with supporting receipts
within seven (7) calendar days following the
completion of the engagement. The Client agrees to reimburse all
approved expenses within thirty (30) calendar days
after receipt of the invoice and supporting documentation.
